Steve Shinn serves as the Deputy Chief Financial Officer for NASA since April 2020. As Deputy Chief Financial Officer, he provides leadership for the strategic planning, performance reporting, budget analysis, justification, control, and reporting of all Agency fiscal resources. He directs all financial operations across the Agency and is responsible for the day-to-day operations of more than 1,600 personnel within the Office of the Chief Financial Officer (OCFO) as the Agency liaison responsible for civil servants and contractors to support NASA’s $25.4B annual portfolio.

Craig McArthur is the Deputy Chief Financial Officer for Strategic Insights and Budget, reporting to the Agency CFO. In this capacity, he is responsible for the annual formulation of the NASA budget and its inclusion in the President’s Budget Request; the distribution and tracking of appropriated funds in the year of execution; as well as any analysis required to provide insights to stakeholders to ensure evidence-based investment decisions.

Mary Denise Kerwin is Deputy Chief Financial Officer (CFO) for Appropriations for the National Aeronautics and Space Administration (NASA). Ms. Kerwin is responsible for advising the Administrator and his senior leadership on all matters pertaining to presentation of, and advocacy for, NASA’s annual budget requests to Congress, ensuring that NASA’s budget and programs are communicated effectively and consistently to Congress, securing appropriations outcomes that maximize the President’s program for NASA, communicating fully with Congress on the execution of enacted NASA budgets, and ensuring that NASA’s relationship with the House and Senate Committees on Appropriations remains open and productive.
