


Office of the Executive Secretariat
The Office of the Executive Secretariat (OES) supports timely, informed, and documented Office of the Administrator decisions and ensures that related records and commitments to key external stakeholders are effectively managed. The OES implements NASA’s governance system; coordinates the development and publication of Agency policies, requirements, and regulations; manages Office of the Administrator clearance packages and correspondence; implements NASA’s audit liaison program; and monitors compliance with Presidential Executive Orders and NASA leadership directives. The OES also serves as the Agency focal point for Federal advisory committees and panels, providing management oversight and operational support to ensure compliance with applicable requirements.

The OES is organized into five portfolios. A matrix approach within the Office allows for provision of strategic governance and decision management for the Agency. Office personnel are located at NASA Headquarters in Washington, DC.

Advisory Committees
Advisory Committee Management Officer — Jamie Krauk
Advisory Committee Management team is responsible for providing management oversight of NASA’s Federal advisory committees and ensuring that they operate in full compliance with the Federal Advisory Committee Act (FACA); the Government in the Sunshine Act; and related Federal statutes, regulations, and policies.
Audit Liaison, Resolution, and Follow-up Program
Portfolio Lead — Mark Jenson
NASA’s audit liaison, resolution, and follow-up program consists of the policies, procedures and practices engaged in by NASA management, as well as the auditors, to resolve, implement, and bring to closure agreed-upon corrective action in response to final audit reports issued by the Government Accountability Office (GAO) and NASA Office of Inspector General (OIG).
Directives and Regulations Management
Portfolio Lead — Nakia Marks
The Agency Directives Management function provides guidance and technical expertise for the development, interpretation, and implementation of Agency policy. NASA’s central platform and repository for handling these directives throughout their lifecycle is NODIS (NASA Online Directives Information System), where NASA’s current internal policies can be found.
The Regulatory Management function serves as NASA’s liaison to key federal organizations, including the Office of Information and Regulatory Affairs (OIRA), the Office of Management and Budget (OMB), the Regulatory Information Service Center (RISC), the Office of the Federal Register (OFR), and the General Services Administration (GSA).
Responsibilities of the Regulatory Management function include overseeing NASA’s rulemaking activities for regulations codified in Titles 2, 5, 14, and 48 of the Code of Federal Regulations; managing the publication of proposed and final rules and notices in the Federal Register; coordinating the Agency’s contributions to the Regulatory Plan and Unified Agenda; facilitating NASA’s review of other federal agencies’ regulatory actions; and ensuring compliance with applicable Executive Orders and other regulatory requirements.
Executive Operations
Executive Secretary — Natalie Massey
Executive Operations is responsible for the flow of information throughout the Agency. This portfolio provides support to the Principals of the Office of the Administrator in all matters relating to the management of communications, correspondence, records management, and routing and concurrence.
Agency Governance Management
Portfolio Lead — Nakia Marks
Agency Governance Management is responsible for managing the governance processes that enable NASA leadership to make informed, timely, and effective Agency decisions. The portfolio provides the framework, coordination, and facilitation necessary to ensure issues are elevated to the appropriate decision authority, with the right stakeholders engaged and the appropriate governance approach applied.
The portfolio supports a variety of governance and decision-making mechanisms tailored to the nature, complexity, and significance of each issue. These mechanisms may include executive leadership meetings, governance councils, focused decision forums, program and project reviews, strategic discussions, and other leadership engagements designed to facilitate collaboration, evaluate options, and support informed Agency decisions.
Agency Governance Management serves as the central point for coordinating governance activities across the Agency, ensuring decision processes are transparent, well-coordinated, and aligned with NASA’s mission priorities.
