Phase I is the jumping off point for most small businesses and research institutions working with the program. It is known as the “idea generation” phase, during which small businesses (and their research institution partners in STTR) establish the scientific, technical, commercial merit and feasibility of the proposed innovation. The 2025 NASA SBIR/STTR Phase I Solicitations have reopened through 5:00 pm ET on May 21, 2025. See the SAM.gov postings below. A new selection date will be announced soon.
Both Solicitations have been amended and are now open until 5:00 pm ET on Wednesday, May 21. Questions to the Help Desk (agency-sbir@mail.nasa.gov) must be received by 5:00 pm ET on Tuesday, May 20.
