Ray Rubilotta

Associate Center Director

Mr. Rubilotta has been at the Goddard Space Flight Center since 1989 when he was hired by the Management Operations Directorate as a Contract Specialist. He then moved to the Flight Projects Directorate as a Project Support Specialist for the Satellite Servicing project. In 1991, he joined the Earth Observing System Chemistry and Special Flights project as the Project Support Manager, before moving on to serve as Project Support Manager for the Orbital Launch Services project from 1994 to 1998, where he was reassigned as Project Manager for the Center Rehousing Initiative from 1998 to 1999. In 1999, Mr. Rubilotta was appointed Deputy Business Manager for the Hubble Space Telescope program until 2000 when he was appointed Special Assistant to the Deputy Director of Resources for the Flight Programs and Projects Directorate from 2000 to 2001. From 2001 to 2002, he was the Deputy Project Manager/Resources for the Flight Instruments Division; then transferred to the Engineering Directorate staff where he acted as the Deputy Director of Resources until being appointed as Division Chief for the Security, Safety, and Environmental Office in 2002. From 2002 to 2004, he served as Chief of the Institutional Support Office for the Management Operations Directorate, and from July 2004 to September 2007, he was the Associate Director for the Management Operations Directorate. From September 2007 to June 2013, he was the Deputy Director for Management Operations. From June 2013 to May 2019 he was the Director of Management Operations. In June 2019, he was appointed to his present position of Associate Center Director. In this role, he has oversight responsibility for all human capital, institutional and business management activities at Goddard. 

Mr. Rubilotta has served a 1-year Fellowship as a Congressional Staffer for Congressman Merrill Cook, a 4-month detail with the Office of the Chief Health and Medical Office, NASA Headquarters, and a 4-month detail with the Smithsonian Institution.

Mr. Rubilotta has a Bachelor of Science degree from Towson State University, and a Masters in Business Administration from the Open University.

An avid Baltimore Ravens and Baltimore Orioles fan, Mr. Rubilotta also enjoys bowling, walking, fishing and boating.
