Acting Director, Procurement Strategic Operations Division (PSOD), Office of Procurement

Andre Sheppard is the acting Director of the Procurement Strategic Operations Division, where he leads and manages senior acquisition professionals who are responsible for providing guidance, support, and tools to NASA centers geographically dispersed across the United States. They also assist Headquarters Mission Directorates and Mission Support Offices in planning, conducting, and processing major complex procurement actions, as well as analyzing and recommending approval of key critical acquisition documents that require approval of senior headquarter officials. He previously served as the Deputy Director of the Procurement Strategic Operations Division.

Since joining NASA in 2012, Mr. Sheppard has served as a Senior Procurement Analyst, assigned to numerous portfolios such as Information Technology (IT), Communication, and the NASA Small Business Innovation Research (SBIR) Program. Mr. Sheppard led the Chief information Officer’s effort to reduce the Agency’s IT contracting footprints and ensure compliance with the Federal IT Acquisition Reform Act (FITARA), as well as the execution of Section 889, the Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. In his role as the Agency’s FAR Council Technology member, he has worked closely with counterparts at GSA and DoD to effectively draft policies and guidance relating to the procurement of contracts associated with IT.

Mr. Sheppard has also served as a lead for the Office of Procurement’s Business Service Assessment (BSA), Acquisition Assignments Sub Team, and the Acquisition Portfolio Assessment Team (APAT) where he executed a strategic assessment of NASA’s Procurement Decentralized Service Delivery Model, which would establish the foundation of Procurement’s transformation to an enterprise service delivery model. Mr. Sheppard was also instrumental in developing acquisition strategies in support of the initial Next Space Technologies for Exploration Partnership (NextSTEPS) Broad Agency Announcement (BAA). This was extremely critical to NASA in the pursuit of deep space exploration capabilities.

Mr. Sheppard began his career in government in the Career Contracting Intern Program (CCIP) with the Naval Air Systems Command (NAVIR). During his career, he progressed from a Contract Specialist to a Contracting Officer supporting various ACAT 1 programs and projects. He spent several years in the private sector as a Senior Program Manager/Acquisition Director. He holds a Bachelor of Science degree in Business Management from Shaw University and a Master of Arts degree in Administrative Management from Bowie State University. Mr. Sheppard has received a Federal Acquisition Certification in Contracting (FAC-C) Level III and a FAC-C Digital Services Specialization (FAC-C-DS). He is a graduate of the Leadership for a Democratic Society sponsored by the Federal Executive Institute (FEI).

Mr. Sheppard has received numerous performance and group achievement awards, including the NASA Space Flight Awareness Honoree Award.
