Andre Sheppard

Andre Sheppard serves as the Agency Deputy Competition Advocate and Office of Procurement Industry Liaison for the Office of Procurement. He previously served as Acting Director of NASA’s Procurement Strategic Operations Division, overseeing the management and operations of a $20+ billion annual procurement portfolio supporting NASA’s 10 field centers and numerous facilities.

Since joining NASA in 2012, Mr. Sheppard has held numerous acquisition leadership and advisory roles across NASA, including Acting Procurement Officer, Source Selection Capability Group Chair, Acquisition Portfolio Assessment Team Lead, and Senior Procurement Analyst. He has supported major mission directorates and centers and served as NASA’s IT Procurement Lead on the FAR Council Technology Team.

Mr. Sheppard holds a Federal Acquisition Certification in Contracting (FAC-C) at the Professional level and a FAC-C Digital Services Specialization. He is a graduate of the Federal Executive Institute’s Leadership for a Democratic Society program and has received numerous performance and group achievement awards, including NASA’s Space Flight Awareness Honoree Award.
