Julia Wise

Julia B. Wise is the Director of Procurement & Grants Policy Division, Office of the Senior Procurement Executive, NASA Office of Procurement.  In this position, Ms. Wise leads and manages senior acquisition professionals responsible for coordinating and reviewing acquisition statutory, regulatory and policy changes to the Federal Acquisition Regulation (FAR) and NASA FAR Supplement to maintain current acquisition regulations.  This Division is also responsible for ensuring that NASA’s acquisition workforce is trained and certified to award and manage procurements that support NASA programmatic missions and goals. 

Julia is an experienced acquisition leader and manager.  She has served at various Federal Government agencies in leadership roles, such as:

• Director of General Service Administration ((GSA) Office of IT Schedule 70 Contract Operations (acting) from March 2018 to October 2018.  In this role, she managed GSA’s largest multiple award schedule contracts IT services and supplies valued at approximately $16 billion per year.  She led approximately 170 acquisition staff responsible for negotiating and awarding IT contracts for use by Government agencies.
• Federal Acquisition Regulatory Manager and Senior Procurement Analyst for Office of Federal Procurement Policy (OFPP) from October 2005 through October 2018. In this position, she managed the regulatory review process.  She managed the FAR agenda and negotiated regulatory, statutory and policy changes to the FAR and resolved issues to ensure all changes aligned with the Administration’s agenda. 
• Director of the Contract Policy Division (acting), in FY 2005, at the Office of the Chief Acquisition Officer, and the Civilian Agency Acquisition Council Chair, GSA.  In this role, she managed and supervised Senior Procurement Analysts responsible for formulating, developing, and negotiating changes to the FAR and GSA manual and coordinated and commented on legislation.  
• Program Manager and Senior Procurement Analyst, OFPP detail assignment in FY 2004, responsible for establishing OFPP’s first online repository of service contracting information in the Acquisition Center of Excellence for Services to comply with SARA legislative requirement.  She is credited with being OFPP’s Performance Based Acquisition (PBA) expert and for establishing GSA’s online PBA Center of Excellence.  Also, one of the founding Team Members of the Seven Steps to PBA Online Guide, a guide widely used to help the workforce use the PBA strategy and tools.
• Acquisition Speaker, in the United State and abroad in China, Tunisia, Germany, on various acquisition topics for the federal government and other organizations.   
• Team Leader Contract Specialist and warranted Contracting Officer, Administrative Contracting Officer, and Contracting Officer Representative (COR) with FAC-C Level III certification and FAC-COR certification at OFPP, GSA, Environmental Protection Agency and US Army Corps of Engineer.    

Ms. Wise has a Master of Business Administration and a Master of Science in Management from the Johns Hopkins University and a Bachelor of Science Degree in Marketing from the University of Baltimore.  She is a Senior Executive Service Candidate Development Program Graduate, OMB, November 2012 and a Certified Coach, Federal Internal Coach Training Program, OPM, September 2018.
