
Natalie L. Massey
Deputy Director, Office of the Executive Secretariat
Ms. Natalie L. Massey serves as Deputy Director of the Office of the Executive Secretariat (OES) in the Office of the Administrator at NASA, where she co-leads enterprise governance operations, executive correspondence, and decision-support processes for the Agency’s senior leadership. In this capacity, she supports timely, well-informed, and policy-compliant Administrator-level decisions, while maintaining alignment with Federal requirements and NASA’s governance framework.
With more than 25 years of experience at NASA and across the federal space enterprise, Ms. Massey has held key leadership roles supporting agency operations, strategic coordination, and executive decision-making. She currently advises the Administrator and A-Suite principals on high-level strategy, policy, and organizational priorities, and oversees clearance, governance, directives management, and audit liaison functions.
Ms. Massey previously served as Acting Director of OES, guiding the organization through the Presidential transition while maintaining continuity of governance operations and executive support. Earlier in her career, she supported NASA Deputy Administrators across multiple administrations and held senior operational roles at the Johns Hopkins University Applied Physics Laboratory.
A recipient of the NASA Honor Award for Administrative Excellence, Ms. Massey is recognized for advancing operational efficiency, strengthening governance processes, and fostering cross-agency collaboration. She holds a B.A. in Communication Studies (Technical Writing) from the University of Maryland University College.
