
Marc Birckbichler
Deputy Director for Resource, Portfolio Analysis and Strategy Office
Marc Birckbichler is responsible for leading a team of analysts in the management of financial resources for NASA’s Aeronautics Research Mission Directorate (ARMD).
He supports the Resource Management Officer in the formulation and execution of the ARMD budget, including development of the budget request to Congress. Additionally, Marc performs in-depth analysis on spending trends to ensure the best use of ARMD’s resources.
Prior to joining Aeronautics, Marc served for eight years in NASA’s Office of the Chief Financial Officer. In that role, he was the Budget Account Manager for the Aeronautics and Space Technology portfolios and provided the Chief Financial Officer with recommendations on the funding strategy for his assigned accounts.
In addition, Marc led a team of budget and program analysts from four mission directorate and support organizations in the first in-depth budget assessment of budget formulation techniques for CubeSat and SmallSat projects. He also was selected as a NASA representative to participate in the George Washington University Senior Leader Program.
Prior to joining NASA, Marc served for 11 years as a budget analyst with the Treasury Department’s Bureau of the Fiscal Service. In that role, he worked in budget formulation, budget execution, and strategic planning. He also developed a budget training program for all new managers at the bureau.
Marc received a bachelor’s degree in finance from Slippery Rock University in Pennsylvania. He also holds a commercial pilot certificate with instrument and multi-engine ratings and participated in an internship with the Aircraft Owners and Pilots Association Air Safety Institute.
