General Information

NASA is the sponsor of the federally funded research and development center (FFRDC) known as the Jet Propulsion Laboratory (JPL) in Pasadena, California. The NASA Office of JPL Management and Oversight (NOJMO) is the NASA Headquarters on-site government organization serving the functions of contract management, on-site agency oversight, and ensuring regulatory compliance of contractor operations in accordance with 48 Code of Federal Regulations 35.017 as an FFRDC. JPL is funded by NASA to meet specific long-term technical needs that cannot be met by any other single organization within the agency. As part of this special relationship, NASA requires that JPL be operated in the public interest, with objectivity and independence, be free from organizational conflicts of interest, and have full disclosure of its affairs to NASA. The NOJMO director reports to NASA’s associate administrator and serves as the official in charge of managing the sponsoring agreement with the contractor operating the FFRDC. The NOJMO director provides on-site oversight of contract implementation while ensuring statutory, regulatory, and fiduciary compliance requirements are met.

Freedom of Information Act (FOIA)

NOJMO provides a decentralized FOIA program for the agency at JPL, enabling the public to better understand the business of the government by providing timely and accurate agency records to citizens of the world.

Records Management (RM)

NOJMO provides oversight and guidance to the JPL Records Manager and Archivist, ensures compliance with NASA retention/disposition schedules and verifies that historical and statutory requirements are followed and program objectives are met.

Privacy Act (PA)

NOJMO provides oversight and guidance to the Privacy point of contact and enforces compliance with agency and statutory requirements regarding the storage and retrieval of PA information and management of PA systems of records. To make a request for records under the PA, please send your request by post mail to the address below. PA requests must include all the information requested in the online FOIA submission form. That information is also available on the "FOIA Guidance" page linked above by clicking the link titled "Information to Include in a FOIA Request." Additionally, all PA requests must contain an original notarized signature.

FOIA Requesters

You may make a FOIA request by completing the online form at the above link under "Access NASA Records." Click "Submit a Request." Requests for all OIG records are processed by the NASA OIG FOIA Office, not individual NASA Center FOIA Offices. Online FOIA request submissions are preferred. You may also send your request for JPL records by post mail to the address below, or via fax or email. If you mail, email, or fax your request, please be sure to include all the information requested by the online submission form. That information is also available on the "FOIA Guidance" page linked above by clicking the link titled "Information to Include in a FOIA Request." We attempt to answer most requests within the statutory time limit of 20 working days following the receipt of a perfected request. We may contact you during processing to ask questions or to give you a status report. You may always check the status of your request by contacting us using the information below.
