NASA members represented the United States delegation at the World Administrative Radio Conference (WARC) in Geneva, Switzerland. It was apparent by the 1970’s that the lower level bands were getting crowded, especially because more developing countries were familiarizing themselves with spectrum. NASA was moving into the X-band with space communications. After the ten week conference, the rewritten Radio Regulations and the frequency allocation chart were adopted. The Space Frequency Coordination Group was also formed shortly after the WARC to negotiate space –related spectrum among nations with space programs on a more informal basis.
