NASA’s Master Planning Program links the stewardship of NASA’s land, buildings, and other structures with Agency strategic plans and guidance. Networking Center- and site-specific master planners together and with related institutional stewards, relevant experts, and mission customers, a distributed master planning community of practice helps ensure that implementation actions offer reliable, cost-effective, and environmentally sound benefit to NASA’s mission. Connected via monthly teleconferences and annual gatherings, the community is open to practitioners and other interested NASA staff. Products and activities the AMP Program stewards include:
- Agency Master Plan (AMP): The Agency Master Plan was developed by the Office of Strategic Infrastructure’s AMP Program Team through an Agency-wide mission- and data-driven master planning approach to affordably sustain NASA’s real property portfolio over the next 20-years. It reflects an iterative process involving close consultation between the centers, Mission Directorates, Technical Capability Portfolios, and OSI. The AMP Program Team provides oversight for Center Framework Plan and Center Master Plan development at the center-level in alignment to the AMP.
- Agency Capital Investment Program Plan (CIPP): An Agency-wide prioritized list of needed investment and divestment projects needed across the agency to meet our mission requirements. The CIPP informs funding execution decisions.
- Real Property Capital Plan (RPCP): Requested by the Federal Real Property Council (FRPC) in accordance with the Federal Property Management Reform Act of 2016, the RPCP presents an overview of existing NASA capital planning practices and processes to demonstrate how NASA’s existing real property planning process readily fulfills the RPCP requirements mandated by OMB. The intent of the RPCP is to satisfy the six required actions from OMB M 20-03 and to demonstrate compliance with OMB M-22-14 by providing NASA’s FY 2025–FY 2029 capital plan.
