Pickering, sent a memo to his senior staff, redefining responsibilities of the Deep Space Instrumentation Facility and adding components of the Space Flight Operations Facility to establish the Deep Space Network (DSN). This was part of the plan to develop three stations equidistance around the world. As the Earth rotates, the antennas would be able to maintain continuous contact with spacecraft in deep space.
