
Alexandria “Dee Dee” Martinez
Chief Financial Officer, Langley Research Center
Ms. Alexandria “Dee Dee” Martinez is the Chief Financial Officer (Acting) for NASA Langley Research Center where she manages the financial accounting and budget formulation and execution for the $900M+ Center portfolio.
In her prior role, Ms. Martinez served as Director for Strategic Integration and Resources Management in the Mission Support Directorate (MSD). She provided leadership on all planning, programming, budgeting and execution matters for Mission Support budgets, valued at over $3.5B annually. She also led strategic planning, risk management and administrative functions for MSD.
From March 2021 to July 2024, Ms. Martinez served as the Missile Defense Agency (MDA) Comptroller/Chief Financial Officer and Deputy Director for Operations. She provided leadership, vision, and direction on all matters relating to the planning, programming, budgeting, and execution of the Agency’s $11B annual budget to develop, test and sustain a layered missile defense system to protect the United States, its deployed forces, and allies from missile attacks. She also oversaw all matters of MDA resource management encompassing strategic budget policy, cost estimating, human resources and financial workforce management.
Ms. Martinez also served in a number of financial management positions at MDA including Deputy Comptroller, Portfolio Business Financial Manager supporting the Program Executive for Advanced Technology, and Business Financial Manager for Directed Energy Programs.
From October 2016 to September 2018, Ms. Martinez transferred to the National Nuclear Security Administration, serving as the Director of Budget, Office of Secure Transportation (OST). In this role, she oversaw the resource planning, budget formulation and execution, financial management, program analysis and evaluation for OST.
Ms. Martinez began her career with the Air Force in 2000 as a Cost Analyst at Edwards AFB, CA. In 2002 she transitioned to Industry supporting the Space and Naval Warfare Headquarters in San Diego, CA, the Air Force Satellite Control Network Program in Colorado Springs, CO, and the Airborne Laser (ABL) Program in Albuquerque, NM, before going back to Government service as a lead budget analyst for ABL in January, 2011.
Ms. Martinez’s awards include the MDA Medal for Distinguished Civilian Service (2024), OSD Comptroller Awards for Exceptional Innovation in Audit (2023), Budget Execution Excellence (2022/2020) and Contributions in DoD Audit and Remediation (2021), a Civilian of the Year Award, two Contractor of the Year Awards, and repeated awards for exceptional performance.
Ms. Martinez earned a master’s degree from Webster University and a bachelor’s degree in business administration from Eastern New Mexico University. She is a graduate of the Federal Executive Institute, is a Certified Defense Financial Manager with Acquisition Specialty (CDFM-A), and holds a Level III Defense Acquisition Workforce Improvement Act (DAWIA) certification in Business/Financial Management and a Level II DAWIA certification in Program Management.
