Rick Carter

Rick Carter is the Deputy Program Manager for the Earth Science Projects Division as well as ESMPO-G and RPP. Rick joined the Division in 2017 as the Assistant Program Manager serving as the key point of contact for the Division’s GSFC missions. He previously served as the head of the GSFC’s Engineering and Construction Branch. Rick is an architect by trade with over 20 years in the design and construction field, which enabled him to develop vast experience in project and program management. Rick also served active duty in the Army as an aircraft mechanic. After leaving the Army, he was selected to attend the Naval Academy Preparatory School as a Navy enlistedman. His diverse skill set makes him a key resource to our projects.
