Deputy Chief Information Officer for Strategy

Patrick Newbold is NASA’s Deputy Chief Information Officer for Strategy. Newbold joined the agency in January 2024. Prior to this role, Newbold served as the Acting Chief Information Officer of the Social Security Administration (SSA) and led its IT Modernization program. He also worked as the Assistant Deputy Commissioner/Deputy CIO and Deputy Chief Transformation Officer where his key responsibilities included leading the agency’s software engineering organization, advising agency leaders on IT modernization, advancing innovation, implementing the agency’s Digital Modernization efforts, and driving wholesale change across the agency.

Before joining SSA, he served as the Deputy Chief Information Officer (DCIO) and Director of Enterprise Information Technology for the U.S. Army Corps of Engineers. In this role, he was the principal advisor to the CIO on information management/technology, policy, and administrative issues for the directorate. He was responsible for IT service delivery for over 37K users.

In 2016, Mr. Newbold was selected to serve as an Army Congressional Fellow to support the Assistant Secretary of the Army for Financial Management and Comptroller as a U.S. Army Congressional Budget Liaison. During this tour, he also served as a senior staffer and policy advisor to a Member of Congress on all national security, military construction, Veterans Affairs, small business, Housing and Urban Development, energy and water, and environmental appropriation matters. In 2013, he served as the Chief of Staff, Office of the Chief Information Officer, US Army Corps of Engineers.

Throughout his federal career, he has been a staunch advocate for digital transformation, IT modernization and enabling business goals through technology. He also serves on the Technology Modernization Fund (TMF) Board as an alternate board member where he evaluates federal agency project proposals submitted for funding in accordance with the Modernizing Government Technology Act. Patrick holds a Bachelor of Science degree in Computer Information Systems from Bethune-Cookman University, Master of Science degrees in Business Administration from Texas A&M University, and Legislative Affairs from Georgetown University.
