Joel Graham

Associate Administrator for the Office of Legislative and Intergovernmental Affairs

Joel Graham is NASA’s associate administrator for the agency’s Office of Legislative and Intergovernmental Affairs. In this role, he leads a team responsible for managing and coordinating all communications with the U.S. Congress and serves as a senior advisor to agency leadership on legislative affairs.

Joel brings over 15 years of government and private sector experience crafting and guiding policy through the legislative process. Prior to joining NASA, Joel was a partner at the law firm of Meeks, Butera and Israel, where he counseled clients on complex aerospace and defense issues.

Joel previously served as Professional Staff Member for the Senate Committee on Commerce, Science, and Transportation under Chairman Roger Wicker, where he worked to promote American leadership and shape national space policy. Prior to joining the committee staff, Joel served as counsel to Senator David Perdue of Georgia. He holds a bachelor’s degree in economics from Georgia College and a Juris Doctor from Mercer University School of Law.
