Funded Space Act Agreement (FSAA)

Background

NASA intends to establish one or more partnerships with US industry to deploy an operational lunar fission surface power (FSP) system. These partnerships are intended to advance U.S. fission surface power technologies to support a future lunar economy and to enable power generation capabilities on Mars. 

The Fission Surface Power (FSP) Effort seeks to: 

  • Establish partnerships with one or more providers to deploy an operational fission surface power system on the lunar surface.  
  • Energize the space industrial base to support a future lunar economy through the deployment of operational fission power systems that will be available to both the commercial market and Government.  
  • Encourage dual-use civil and defense operational architectures for fission power systems in coordination with interagency partners 

This FSP System website and related announcements in www.sam.gov will remain accessible for reference purposes.  In addition, NASA will continue to provide technical documents in the FSP Technical Library site as they become publicly available. Please continue to monitor www.sam.gov postings and this website for updates on the release of any FSP System information.

09/18/2025: Due to the volume of questions received during Industry Day and in response to the Draft AFPP, NASA will be releasing responses in batches. The initial batch of Industry Day Q&A was released on 9/16/25, and responses to the Draft AFPP questions are planned to be released NLT 9/26/2025.

09/19/2025: NASA Glenn Research Center (GRC) will be hosting a second round of Industry Day one-on-one sessions for the Fission Surface Power (FSP) System on September 29, 2025. All sessions will be virtual, and all participants must be current US citizens. Please see the “Industry Day 2” link above for additional details on how to register.

09/19/2025: Feedback from industry has been immensely helpful in finalizing the AFPP and NASA is investigating options to incorporate industry comments in the final solicitation. As a result, NASA is looking for additional industry feedback. Please see the “Request for Information” link above.
