Iosco, who had served as acting deputy director for the office since October 2012, continues to help oversee all stages of the Marshall Center’s contracting process, including solicitation, evaluation, negotiation, award and contract management. He also helps manage more than 125 civil-service employees and supervises more than 500 active contracts, grants and cooperative agreements valued at more than $30 billion.

“David brings great leadership and a wealth of experience to the position,” said Kim Whitson, director of the Office of Procurement. “I look forward to working alongside him to enhance and expand the services our office provides to our Marshall Center and NASA partners.”

Iosco was manager of the Engineering Support Office in Marshall’s Office of Procurement from 2009 to 2012, responsible for planning and directing procurement of products and services for the Engineering Directorate. From 2003 to 2008, he managed procurement activities and contracts for the Institutional Support Office, another branch of the Office of Procurement.

He served in several managerial positions in the Office of Procurement from 1995 to 2003, including branch chief of the former Space Projects Division — now the Institutional Support Office — and team lead in the Engineering Support Office.

Iosco started his NASA career in 1986 as a cooperative education student in acquisitions at NASA Headquarters in Washington. He went on to serve as a contract specialist/contracting officer there from 1986 to 1993. He joined the Marshall Center in 1993, and for two years was the contracting officer for the Spacelab Payload Mission Integration Contract at Marshall.

Born in Hartford, Conn., and raised in Fairfax, Va., Iosco earned his bachelor’s degree in public administration from George Mason University in Fairfax in 1987. In 1992, he earned his master’s degree in contract and acquisition management from the Florida Institute of Technology in Melbourne.

During his career at NASA, he has received various awards and honors, including a NASA Exceptional Service Medal in 2005 for outstanding leadership, professionalism and personal dedication to the Marshall Center’s Office of Procurement. In 2002, he received a Director’s Commendation Honor Award — the highest award given at the Marshall Center — and in 2000 received a Space Flight Awareness Award, which recognizes individuals for sustained, outstanding support of NASA’s human spaceflight mission.

Iosco and his wife, the former Lisa Sweeting of Pensacola, Fla., have three children and live in Owens Cross Roads, Ala.
