
Marvin L. Horne
NASA Acting Senior Procurement Executive, Deputy Chief Acquisition Officer, and Assistant Administrator for the Office of Procurement
Marvin L. Horne is the Acting NASA Senior Procurement Executive, Deputy Chief Acquisition Officer, and Assistant Administrator for the Office of Procurement. In this role, he provides senior executive leadership and oversight of NASA’s procurement functions, policy, and initiatives.
Mr. Horne previously served as the deputy assistant administrator for the Office of Procurement, agency procurement ombudsman, and competition advocate. He was responsible for providing senior executive leadership and oversight of NASA’s procurement functions, coordinating, reviewing, evaluating, and ensuring the timeliness and effectiveness of the full spectrum of NASA procurement activities to the acquisition workforce. Prior to that role, he served as the director of the procurement strategic operations division, where he led and managed senior acquisition professionals who were responsible for providing guidance, support, and tools to NASA centers geographically dispersed across the United States. Additional areas of responsibilities include providing support to the Mission Directorates and Mission Support Offices in planning, conducting, and processing major complex procurement actions, as well as analyzing and recommending approval of key critical acquisition documents that require approval of senior headquarter officials.
Since joining NASA in 2008, Mr. Horne has served in multiple key executive leadership positions, including the director of the Information Technology Procurement Office (ITPO). As director of ITPO, he provided strategic leadership and execution for over 230 active contracts with annual obligations that exceeded $730 million and managed a workforce of over 150 civil servants and contract employees. He was responsible for planning and implementing acquisition strategies, issuing solicitations, conducting negotiations, and processing awards. He also led agency-wide enterprise IT contracts, and other institutional IT contracts, as well as the government-wide Solution for Enterprise-Wide Procurement program office.
As the NASA’s Office of Procurement and Office of Small Business program mission support future architecture program transformation project manager, Mr. Horne oversaw all activities for creating and implementing an enterprise organization for a workforce of 790 employees and an annual budget of $100 million. He also implemented a service delivery model to support the agency’s annual spend, which exceeds $19 billion. Prior to this role, Mr. Horne served as deputy procurement officer for the Stennis Space Center where he was co-responsible for the management and operations of the Stennis Office of Procurement.
Beginning his career in government as an active-duty Airman of the United States Air Force, Mr. Horne then went on to become a contracting Copper Cap Intern with the Department of the Air Force. He holds a Bachelor of Science degree in Professional Aeronautics and a Master of Science degree in Aeronautical Management from Embry-Riddle Aeronautical University. Further expanding his expertise, he completed a Master of Business Administration at William Carey University and is a graduate of the Harvard Kennedy School’s Senior Managers in Government leadership program.
Mr. Horne has received a Federal Acquisition Certification in Contracting (FAC-C) Level III, a FAC-C Digital Services Specialization (FAC-C-DS), and a Defense Acquisition Workforce Improvement Act (DAWIA) Level I in Program Management. Outside of work, Mr. Horne has a passion for mentoring and has served as a guest speaker on panels across the country and internationally. Mr. Horne has been recognized with numerous prestigious honors for his exceptional contributions and exemplary team leadership. His accolades include the NASA Administrator’s Gears of Government Initiative Award, NASA Outstanding Leadership Medal, a Silver Snoopy Award, NASA’s Early Career Achievement Medal, and the Air Force Achievement Medal.
