
Philip Baldwin
Assistant Deputy Associate Administrator, NASA's Space Communications and Navigation Program
Philip Baldwin is the assistant deputy associate administrator for NASA’s SCaN (Space Communications and Navigation) Program. He also supports the deputy associate administrator for SCaN in ensuring the continued delivery of critical communications supporting NASA’s exploration and scientific objectives. He drives innovation and maintains the operational excellence of the agency’s two primary communications networks—the Deep Space Network and the Near Space Network— which enable space exploration and scientific discovery for NASA’s mission partners and the public.
Baldwin has worked at NASA for more than 20 years, spending 15 years as a civil servant and five years a government contractor. He spent the past decade advancing NASA’s communication and navigation capabilities, serving as SCaN’s deputy program manager for operations and as the acting Network Services Division director. In these roles, he developed new worldwide communications assets, ensuring that NASA’s infrastructure meets future mission demands. Previously, he served as chief engineer for the Near-Earth Network (now part of the Near Space Network), where he was instrumental in advancing NASA’s communication technologies.
