Loretta K. Smith

Loretta Smith serves as the Director of the Program Management and Support Office (PMSO) within the Mission Support Directorate (MSD) and as Chief of the Execution and Headquarters Branch in the Resources Management Office (RMO) within MSD.  

As Director of PMSO, she is responsible for strategic communications for MSD, core office budget and acquisition strategies, employee engagement, human capital programs/capabilities, logistics, and general programmatic support. 

As Chief of the of the Execution and Headquarters Branch in RMO, she leads a team responsible for Budget Formulation and Execution of the Safety, Security, and Mission Services (SSMS) ~$1B annual budget. The team develops Program Resources Guidance, supports development of the MSD budget submission and presentation to the NASA Administrator, assists development of the Office of Management and Budget (OMB) budget submission and presentation to NASA OMB examiners, and helps develop the MSD Congressional Justification and presentation of the President’s Budget for House and Senate Appropriations staffs. The RMO ensures compliance with applicable appropriations law as well as provide the Mission Directorate Associate Administrator with recommendations on optimizing the Mission Support portfolio.   

Previously, Smith was Deputy Director for the Office of Budget Management and Systems Support in MSD, where she provided leadership and direction for the overall formulation and execution of the agency management budget. In addition, she assisted with oversight of the Business and Administrative Systems Office and the NASA Headquarters Travel Office.
