Julia B. Wise

Julia B. Wise is an experienced executive acquisition leader serving as the Director of the Procurement & Grants Policy Division within the NASA Office of Procurement. In this role, she leads a team of senior acquisition professionals responsible for implementing statutory, regulatory changes to the Federal Acquisition Regulation (FAR) and NASA FAR Supplement (NFS). Throughout her career, Ms. Wise has been recognized for her strategic leadership, policy expertise, and commitment to advancing federal acquisition. From July to December 2024, she served as the interim Acting Procurement Officer for Goddard Space Flight Center (GSFC), overseeing a team of 158 procurement professionals. During her tenure, the team successfully completed the execution of 2,717 procurement actions, resulting in over $3 billion in obligations. Her leadership was instrumental in driving operational efficiency and ensuring the timely delivery of critical goods and services in support of Goddard’s mission.

Prior to joining NASA in 2018, Ms. Wise held leadership roles across several federal agencies. She served as the Acting Director for GSA’s Office of IT Schedule 70 Contract Operations, overseeing $16 billion annually in IT contracts and leading 170 acquisition professionals. At the Office of Federal Procurement Policy (OFPP), she served at the FAR Manager for the regulatory review process, ensuring policy changes aligned with Administration priorities. Additionally, she served as the Acting Director of the Contract Policy Division and Civilian Agency Acquisition Council Chair at GSA, where she oversaw major policy and regulatory updates.

Ms. Wise has also served in various operational contracting roles, including Warranted Contracting Officer, Administrative Contracting Officer, and Contracting Officer Representative (COR) across multiple federal agencies, such as GSA, OFPP, EPA, and the U.S. Army Corps of Engineers. She has delivered presentations on a wide range of acquisition topics at conferences hosted by various organizations and government agencies.  Additionally, she has represented the United States as an acquisition speaker at international engagements in China, Tunisia, and Germany. She worked as a congressional staffer for the U.S. House Small Business Committee, helping shape policies for small businesses, advising on procurement legislation, and supporting hearings on small business challenges in federal contracting.

Ms. Wise has received numerous honors, including the NASA Agency Honor Award, and is a graduate of the Senior Executive Service Candidate Development Program (OMB). She holds a Master of Business Administration (MBA) and a Master of Science in Management from Johns Hopkins University, a Bachelor of Science in Marketing from University of Baltimore.  She is Federal Acquisition Contracting Certified (FAC-C) Level III and FAC-C Professional and is a Certified Coach (OPM). She is married with two sons.
