
Joshua Martin
Deputy Chief Financial Officer for Resources, Armstrong Flight Research Center
Joshua (Josh) Martin serves as the Deputy Chief Financial Officer for Resources (DCFO-R) at NASA’s Armstrong Flight Research Center (AFRC) in Edwards, California, where he leads the development and execution of organizational strategy, strategic planning, performance reporting, budget analysis, and the justification, control, and reporting of AFRC’s fiscal resources.
Throughout his NASA career, Mr. Martin has held a variety of positions, including Strategic Advisor to the Agency CFO, Executive Officer for the West Coast Regional CFO, AFRC’s Lead Resource Analyst for SSMS, Level II Analyst for ARMD’s UAS in the NAS, and COR for multiple financial support contracts. He continues to serve as AFRC’s CESO Cost Account Manager.
Before joining NASA, Mr. Martin spent 10 years in the aerospace industry with The Boeing Co., where he was responsible for earned value management, budget formulation & execution, and financial forecasting to support the development of Boeing Defense’s forward pricing rates.
Mr. Martin holds a master’s in Business & Leadership, a bachelor’s degree in Economics, and a Project Management certification from California State University, Bakersfield. He is also proud alumnus of The Federal Executive Institute and graduate of NASA’s Foundations of Influence, Relationships, Success & Teamwork program. He has received numerous honors and awards, including a NASA Early Career Achievement Medal.
