  • Plan C – intermediate: space shuttle and space station to be built concurrently and Mars by 1986 – between $5 billion – $6 billion
  • Plan D – austere: space shuttle and space station but Mars by the end of the century – around $4 billion
  • Plan E – low level funding: exclude new programs and cancel piloted space flight – around $2.5 billion

After much deliberation, Congress approved $3.269 billion for NASA with $110 million for the Shuttle/Station for Fiscal Year 1972.
