The first World Radiocommunications Conference takes place in Geneva, Switzerland. This was a result of the Additional Plenipotentiary Conference held the previous year that revised the legal body of the International Telecommunication Union (ITU) and how world conferences are structured in regards to radiocommunication matters. The WRC occurs every three to four years where nations gather to debate the Radio Regulations, the international treaty governing the use of the radio-frequency spectrum.
