The Strategic Management Council at NASA Headquarters, determined that the management of NASA’s space communications and navigation infrastructure be combined within the Office of Space Communications under the Space Operations Mission Directorate (SOMD), transitioning to a single, unified mission support architecture. Two months later SOMD established the Space Communications and Navigation (SCaN) office to implement this consolidation and transition.

SCaN would manage and direct:

  • the ground facilities and user services by the Near Earth Network and Deep Space Network
  • the ground and space-based facilities and user services by the Space Network
  • future Lunar Network and Mars Network

SCaN responsibilities would include:

  • creating a single NASA-wide space communication and navigation architecture
  • representing NASA before associated national and international programs of spectrum management and space data systems and standardization
  • represent and negotiate on behalf of NASA all matters related to space telecommunications with flight missions and directorates
