At the time of the photo (19 Mar. 1964), Paul Bikle was the Director of the NASA Flight Research Center (FRC) at Edwards, CA; Hugh Dryden was the Deputy Administrator of NASA (in whose honor the Flight Research Center was renamed the Hugh L. Dryden Flight Research Center in Mar. 1976); and Walt Williams was the Deputy Associate Administrator in the Office of Manned Space Flight at NASA Headquarters. Williams had been the first Chief of the High-Speed Flight Station (HSFS), as the FRC was named when the X-15 program began.
