Programmatic responsibilities were transferred to the Johnson Space Center (JSC)/Space Operations Management Office. The Consolidated Space Operations Contract (CSOC) was established in 1998 to consolidate all space operations and reduce redundancies. The Office of Space Communications (Code O) at NASA HQ was dissolved and its remaining functions and personnel were transferred to the NASA HQ Office of Space Flight (Code M).
