Joshua M. Martin

Armstrong Chief Financial Officer (Acting)

Joshua M. Martin serves as the acting chief financial officer for NASA’s Armstrong Flight Research Center in Edwards, California. Martin leads the development and execution of organizational strategy, strategic planning, performance reporting, budget analysis, and the justification, control, and reporting of Armstrong’s fiscal resources. Additionally, Martin serves as Armstrong’s Center Engineering, Safety, and Operations cost account manager.

Before joining NASA, Martin spent 10 years in the aerospace industry with The Boeing Company, where he was responsible for earned value management, budget formulation and execution, and financial forecasting to support the development of Boeing Defense’s forward pricing rates.

Throughout his NASA career, Martin has held a variety of positions, including strategic advisor to the agency’s chief financial officer; executive officer for the West Coast Regional chief financial officer; Armstrong’s lead resource analyst for Safety, Security, and Mission Services; Level II analyst for Aeronautics Research Mission Directorate’s Unmanned Aircraft Systems in the National Aerospace System; and contracting officer representative for multiple financial support contracts.

Martin earned a master’s degree in business and leadership in 2005, a bachelor’s in economics in 2008, and a project management certification in 2009 from California State University, Bakersfield. He is an alumnus of the Federal Executive Institute and graduate of NASA’s Foundations of Influence, Relationships, Success, and Teamwork program. He has received numerous honors and awards, including a NASA Early Career Achievement medal.
