NASA’s Demolition Program is responsible for overseeing the divestment of underutilized and obsolete facilities that are no longer required for NASA’s missions. This included eliminating inactive facilities identified as “abandoned” in NASA’s Real Property Management System (RPMS) that pose a safety and/or environmental liability to onsite personnel and neighboring entities. Additionally, the Program ensures that NASA’s field Centers comply with Federal mandates and NPD 8820.2 requirements to reduce total square footage and total Current Replacement Value (CRV) in order to reduce the cost of ownership eliminating nonproductive operating and maintenance expenses.
NASA’s Consolidation Program consists of overseeing the planning and funding of projects that relocate one or more functions (e.g., personnel, equipment, storage spaces, laboratories) from NASA-owned buildings that will be demolished to underutilized spaces in another NASA-owned buildings that are planned to remain active. The Consolidation Program scope includes the demolition of the vacated building(s) and the modifications (improvements, rehabilitation, reconfiguration) of the receiving building(s). The Consolidation Program is a subset of the Agency’s Demolition Program.
