The SCV Reporting application of the NASA Supply Chain Insight Central (SCIC) information and analysis services platform is used by the prime contractor to securely fulfill SCV reporting requirements in accordance with the DRD as incorporated into the NASA contact and the instructions provided in the SCV Reporting application. The reporting is maintained within SCIC which is a secure NASA / U.S. Government information system with access restricted to authorized users. SCIC is operated in accordance with NASA / U.S. Government requirements for the management of Controlled Unclassified Information (CUI).

Within thirty days from NASA contract award the prime contractor is required to use this website to identify the primary individual and an alternative individual designated by the prime contractor to perform the submission of the required SCV reporting.  The prime contractor also uses this website to change or update information on the designated individuals at least thirty (30) days in advance of the next reporting due date. This website provides instructions for the provisioning of secure access by the designated individuals to the SCV Reporting application. The prime contractor shall submit an initial report via the SCV Reporting application within ninety (90) days after contract award or amendment incorporating the DRD.  The prime contractor’s designated individuals, upon completion of the user registration and provisioning, will be provided with restricted access to the SCV Reporting application only to submit, view and update reports on behalf of the prime contractor.

Upon completion of the registration and access provisioning for the prime contractor’s designated individuals, they will be provided with orientation materials and assistance as necessary to use the SCV Reporting application for the fulfillment of the required reporting.

User Registration and Access Provisioning Steps

Step 1:  Each individual designated by the prime contractor to complete and submit the SCV Reporting User Registration Form

Step 2:   User Access Provisioning.  The SCIC/SCV Reporting support team contacts the prime contractor’s designated individuals to facilitate the provisioning of user access.  In accordance with NASA policy this includes the following:

  • Submission of acceptable documentation to establish Identity and Employment Authorization (see Form I-9, U.S. Citizenship and Services) in order to create a NASA identify via the NASA’s Identity and Access Management (aka IdMAX) system;
  • Completion of online Cybersecurity and Privacy Awareness training (approximately one hour via SATERN – System for Administration, Training and Educational Resources for NASA) prior to requesting access; and,
  • Request access via the NASA Access Management System (NAMS) to complete the access provisioning process.

Information provided for the purposes of creating a NASA identify and provisioning user access provision is protected and controlled as required by the NASA Privacy Program.

Step 3:  Authorized User Access.  Upon completion of the above steps the prime contractor’s designated users of the SCIC SCV Reporting application are informed by email of the login website and provided orientation materials along with user assistance as needed for the performance of the reporting.
