About SCV Reporting

NASA mission programs and projects rely upon the U.S. industrial base and transnational supply chains of commercial, non-profit and government organizations to develop and operate complex, high-value, and innovative systems for the nation. NASA prime contractors (i.e., entities awarded direct contracts by NASA) and their sub-tier suppliers are subject to a dynamic array of risks which threaten the timely, affordable provisioning of products and services as required for mission success. As part of ongoing efforts to strengthen agency capabilities to pro-actively recognize, assess and address industrial base and supply chain risks and opportunities NASA is implementing the Data Requirement Description (DRD) for Supply Chain Visibility (SCV) Reporting by NASA prime contractors.

Effective June 28 2024, the DRD for SCV Reporting is required in solicitations and awards for new NASA procurements of products and services with estimated contract values of $20 million or more for NASA mission programs and projects subject to agency-level review.  NASA Mission Directorates may elect to incorporate the DRD into current contracts for mission programs and projects.  The DRD for SCV Reporting may be tailored by NASA mission programs and projects to require (1) reporting, as specified in the DRD, on lower tier suppliers “deeper” than the top three contractual tier levels stated in the baseline DRD; and/or (2) more frequent reporting updates than, as stated in the baseline DRD, every six months after the due date of the initial report (i.e., ninety days after contract award or amendment incorporating the DRD) for the duration of the contract.

Entities directly awarded NASA contracts (i.e., prime contractors) incorporating the DRD for SCV Reporting are required to use the SCV Reporting application to securely fulfill SCV reporting requirements in accordance with instructions provided in this DRD and the SCV Reporting application.  The reporting will be maintained within SCIC which is a secure NASA / U.S. Government information system with access restricted to authorized users.  SCIC is operated in accordance with NASA / U.S. Government requirements for the management of Controlled Unclassified Information (CUI).   Within thirty (30) days from contract award the prime contractor is required to use this website to identify the primary individual and an alternative individual designated by the prime contractor to perform the submission of the required SCV reporting.
