Lawrence L. Miller

Lawrence L. Miller serves as the Director of Contracts and Chief of the Contracting Office for NASA’s Office of JPL Management and Oversight (NOJMO). In this capacity, he leads the Contract Management Division responsible for oversight, administration, and strategic execution of NASA’s Federally Funded Research and Development Center (FFRDC) contract with the California Institute of Technology for operation of the Jet Propulsion Laboratory (JPL). He provides executive acquisition leadership across a multi-billion-dollar portfolio supporting Earth Science, Planetary Science, Astrophysics, and mission-enabling institutional functions.

Mr. Miller directs acquisition strategy, governance integration, and regulatory compliance while serving as a principal advisor to NASA Headquarters, the Science Mission Directorate, and JPL executive leadership. He is leading initiatives to streamline task order execution, strengthen procurement management reviews (PMR) corrective actions, modernize negotiation documentation, and align oversight practices with federal FFRDC best-in-class standards. His leadership emphasizes workforce development, operational realignment, and data-driven decision-making to enhance mission delivery and accountability.

In addition to his NOJMO responsibilities, Mr. Miller serves as Deputy Director of NASA’s Enterprise Pricing Office (EPO) at Headquarters. In this enterprise role, he shapes pricing policy, leads complex cost and price negotiations, and drives modernization of pricing architecture across NASA’s $24B+ procurement portfolio. His work focuses on ensuring fair and reasonable pricing, strengthening analytical rigor, and integrating innovation and technology into acquisition processes.

A graduate of the Harvard Kennedy School Executive Education Program, Leading in Artificial Intelligence: Exploring Technology and Policy, Mr. Miller brings strategic insight at the intersection of technology, governance, and acquisition reform. He applies these principles to advance AI-enabled procurement tools, risk-informed pricing strategies, and organizational transformation initiatives.

Previously, Mr. Miller served as International Team Lead and Commercial Low Earth Orbit (LEO) Lead Contracting Officer at NASA’s Johnson Space Center, supporting the International Space Station and commercial space initiatives. He led cross-functional contracting teams, represented the United States in international acquisition engagements, and negotiated high-visibility agreements that generated substantial cost efficiencies for the government.

Mr. Miller began his NASA career supporting the Orion Program and has since held progressive leadership roles spanning operations, pricing, international partnerships, and enterprise transformation. He has also demonstrated sustained grassroots leadership, chairing multiple strategic initiatives and co-founding employee resource groups that strengthened workforce engagement and collaboration across NASA centers.

He holds a Bachelor of Science in Finance from Southern University and A&M College and a Master of Science in Management Information Systems from Texas Southern University, along with advanced certifications in federal acquisition, Lean Six Sigma, and strategic management.

Throughout his career, Mr. Miller has received numerous honors, including the NASA Silver Achievement Medal, Space Flight Awareness Awards, and multiple Agency and Source Evaluation Board recognition awards, reflecting his sustained executive impact on NASA’s mission, governance, and workforce.
