Office of Equal Opportunity


NASA is committed to equal treatment under the law, with a focus on individual merit and fairness that is free of unlawful discriminatory practices, harassment, and retaliation.  The Office of Equal Opportunity (OEO) is responsible for overseeing agencywide policies on equal opportunity, consistent with statute, federal regulations, and presidential direction. OEO services and policy guidance reinforce merit-based principles and support NASA’s mission and commitment to excellence.

OEO provides the following services for external applicants to NASA vacancies and those who interact with NASA-led or NASA-funded programs:

Reasonable Accommodations 

The Rehabilitation Act of 1973, as Amended (Rehab Act) prohibits discrimination on the basis of disability in programs conducted by federal agencies, in programs receiving federal financial assistance, in federal employment and in the employment practices of federal contractors. A reasonable accommodation is an adjustment to a job or workplace that enables an employee or applicant with a disability or religious reason to successfully perform the essential duties of the job, without undue hardship to the agency.

Complaints of Employment Discrimination

Current or former NASA employees, applicants for employment with NASA, and NASA contractors who believe they have been subjected to discrimination based on their race, color, national origin, religion, sex, age, disability, genetic information (medical history), or in reprisal for participating in protected EEO activity (opposing unlawful discrimination or participating in the EEO complaint process) may file a complaint with NASA. Those who wish to file an employment discrimination complaint must contact an EEO counselor within 45 calendar days of the alleged incident. Anyone wishing to file a complaint should contact NASA’s Office of Equal Opportunity (OEO) via email at hq-dl-eo-complaints-programs-division@mail.nasa.gov

Raising Concerns about Discrimination or Harassment in NASA-Funded Programs or Activities  

Recipients of NASA funds are prohibited by law from discriminating on the basis of race, color, national origin, disability, age, and sex. Members of the public who believe they have been discriminated against by a recipient of NASA funds (such as a visitor center, educational institution, nonprofit organization or private company) may file a complaint with OEO. 

Similarly, NASA is prohibited by law from discriminating on the basis of race, color, national origin, disability, religion, age, sex, sexual orientation and status as a parent in our educational and training programs. NASA is also required to have accessible websites. Individuals who believe they have been discriminated against in a NASA program or have concerns about web accessibility may filed a complaint with OEO.
