President Ronald Reagan addressed a joint session of Congress and announced that NASA was to develop a permanent manned space station within the decade. This time around (Skylab being the first time), the US wanted to have an international presence from the start. The European Space Agency (ESA), though ten to 15 years behind the U.S. when it came to space technology, still wanted to be a part of this new project. Japan also eagerly wanted to be part this new endeavor. Canada was interested despite not having an official space agency.
