Briana L. Goins

Ms. Briana L. Goins has been the Program Specialist, for the Office of Small Business Programs (OSBP), at the National Aeronautics and Space Administration (NASA) Headquarters (HQ), since May 2023.

In this role, Ms. Goins is the primary manager of OSBP’s most prestigious Small Business Awards Program. She also serves as the lead coordinator and primary support on the (1) Small Business Metrics, (2) Annual Small Business Scorecard, and (3) Small Business Program Report. In addition, Ms. Goins is the focal point of contact for all projects and communications support related to information technology, communication strategies and initiatives, and content development management. Ms. Goins is pivotal in providing OSBP with policy advice, assistance, and interpretive guidance on complex issues in assigned program areas.

As the Program Specialist, Ms. Goins is the subject matter expert for all facets of outreach, event planning, social media, marketing, metrics, and all communication issues; applying knowledge of regulations, policy, and procedures, which affect OSBP. Similarly, she contributes to the achievement of program strategic goals and initiates within designated functional areas of responsibility, as well as to the overall success of NASA and OSBP’s strategic objectives.

Prior to becoming a government civil servant, she worked as a Communications Specialist Contractor at Virtual Enterprise Architects (VEA), where she managed the marketing and communications strategy for all OSBP-sponsored outreach events and projects. She also provided strategic direction and managed OSBP’s social media community across multiple platforms.

She was then given the opportunity to advance to the position of Contractor Program Manager for Alexton, Inc., where she supported OSBP at the executive level, supervised and managed day-to-day operations, and offered advice and support for communications-related activities for the OSBP outreach program.

Initially, Ms. Goins began her professional career in the Television Broadcasting industry. She occupied the position as a Communications Specialist for ViacomCBS on several networks such as Black Entertainment Television (BET) and BETHer (formally known as Centric). Ms. Goins oversaw a cross-functional team of six (6) log editors and copywriters in this capacity. She effectively supported the agency’s operational goals by managing Communications Coordinators in scheduling and editing media elements for all commercial clients.

Mrs. Goins earned a Master of Business Administration Degree (MBA) from the University of Maryland Global Campus (UMGC). She also holds a Bachelor of Science degree in Broadcasting Journalism, from Morgan State University (MSU) a Historically Black College and University (HBCU) located in Baltimore, MD. She is also a proud member of Alpha Kappa Alpha Sorority, Inc. Mrs. Goins is passionate about breaking down barriers, pushing the boundaries, and she is a champion for fairness, diversity, and inclusion.
