Kimberlyn B. Carter

Director, Office of Center Engagement and Business Integration Services

Kimberlyn B. Carter is director of the Office of Center Engagement and Business Integration Services (PX) at NASA’s John F. Kennedy Space Center in Florida.

Experience

Prior to her current position, Carter served as the associate program manager for Exploration Ground Systems (EGS) Program supporting human exploration and operations for the Artemis missions. She also held several other leadership roles in the EGS program to include leading acquisition procurements, strategy and requirements development, integrated product team manager leading 21st Century upgrades to Kennedy Space Center, strategic communications, and completed a NASA HQ rotational in the human exploration and operations mission directorate. In a supervisory capacity, Carter also led the Project Management and Integration Branch of the Program Planning and Control Division where she was responsible for the overall integrated master schedule, risk management program, strategic planning, program plan, business processes, and internal and external controls for the program and Carter is a consistent champion for diversity, inclusion, and employee development for many years.  

Carter began her career with NASA in 2006 as chief of the Integration Office in the Joint Program Management Office. During this time, she also served as the contracting officer technical representative for a joint NASA and Air Force base operations contract. In this capacity, Carter presented the technical status and performance evaluation of the $2.8 billion (J-BOSC) Joint Base Operations Support Contract to Kennedy, and the 45th Space Wing (45th SW) board of directors.

In 2008, at the close of the 10-year NASA/Air Force contract, Carter transitioned into Kennedy’s Information Technology (IT) Directorate as technical assistant, co-leading the (PDT) Procurement Development Team for the NASA Enterprise Data Center Contract, an agency wide IT initiative. After the PDT role, she led the IT Business Office and was responsible for capital program investment controls, financial management, resources, and all aspects of the IT budget formulation and execution.

Prior to NASA, Carter spent 17 years as a civilian with the United States Air Force at Cape Canaveral Air Force Station. Kim’s duties included design and construction management of the Department of Defense Titan, Delta, and Atlas heritage launch facilities, to include critical infrastructure upgrades such as (SLC) Space Launch Complex 41 Mobile Service Tower rails lift/realignment, rebuild of SLC 17 launch facilities as a result of the Delta II GPS mishap, and the implosion/demolition of the Titan pads.

As the 45th Space Wing transitioned to the new Evolved Expendable Launch Vehicle concept, Carter represented the 45th SW Civil Engineering Squadron at the major command level during the engineering, development, and manufacturing phases for the new commercial launch initiatives.

Education

Carter graduated from Tuskegee University in Alabama in 1990 with a bachelor’s degree in electrical engineering and later completed a master’s degree from the University of Central Florida.

Carter is a native Floridian and resides in Titusville, Florida, with her husband, Joe, and their two children.
