Elaine Slaugh 

Director of the Resources Management Office for Space Operations

Elaine Slaugh is the director of NASA Space Operations Mission Directorate’s Resources Management Office (RMO). In this role, Slaugh is responsible for providing the formulation and implementation of budget planning and funding execution; strategy, business, and financial management support for space operations programs; and achieving corporate excellence in business and resources management within the directorate. Her team develops program resources guidance, supports development of the space operations budget submission and presentation to the NASA administrator, assists development of the Office of Management and Budget’s budget submission and presentation to budget examiners, and helps develop the directorate’s congressional justification and presentation of the President’s Budget for House and Senate appropriations staffs. Slaugh ensures compliance with applicable appropriations law as well as provides the space operations associate administrator with recommendations on optimizing the directorate’s portfolio.

Prior to her current assignment, she served as the deputy director of the space operations RMO.

Slaugh began her NASA career in 1990 as an auditor for the NASA Office of Inspector General where she managed the agency’s overall financial statement audit and initiated the transition of the audit from an in-house effort to contracts with both Certified Public Accounting firms and the Defense Contract Audit Agency. From 2000 to 2005, she served as chief of the Property Accounting Office within the Office of the Chief Financial Officer where she was responsible for all aspects of financial management of the agency’s multi-billion-dollar property, plant, and equipment and development of the agency’s Integrated Asset Management System.  

From 2005 to 2010, she served as associate branch chief, Business Management Office for Goddard’s Applied Engineering and Technology Directorate, responsible for budgetary and financial management of instrument development on major NASA Science Mission Directorate’s missions including the James Webb Space Telescope and Landsat Data Continuity Mission. In 2010, she was selected as deputy director, RMO for the Human Exploration and Operations Mission Directorate where she was responsible for assisting and advising the director on all budget formulation and execution of products, systems management, and program analysis consistent with administration policies and guidance, agency strategic plans, and congressional authorization and appropriations. A native Washingtonian, Slaugh earned a Bachelor of Science degree in Business Administration from the American University. She is the recipient of several awards including the NASA Exceptional Performance Award, the President’s Council on Integrity, and Efficiency Individual Achievement Award and the DC Institute of Public Accountants’ Silver Award for the second highest score on the Certified Public Accountant exam.
