Chris Mouring

Chris Mouring is the deputy director for the Aerosciences Evaluation and Test Capabilities (AETC) portfolio, which is stewarded within ARMD at NASA Headquarters in Washington, DC. In collaboration with the portfolio director, Mouring supports the overall planning, management, and evaluation of AETC’s efforts to set the strategic direction for NASA’s portfolio of aerosciences ground test research capabilities which includes subsonic, transonic, supersonic, and hypersonic wind tunnels and propulsion test facilities.

Mouring began his NASA career in 1987 as a structural analyst at NASA’s Langley Research Center in Hampton, Virginia. He utilized both classical closed-formed methods as well as state-of-the-art finite element techniques in support of modifications and improvements to numerous high-energy, highly specialized research facilities.

He later served in various leadership roles within Langley’s Center Operations Directorate, including facility utilization officer, assistant branch head for research systems engineering, and branch head for project systems engineering and project management. Mouring also served as deputy director for facilities engineering and maintenance and as deputy director for revitalization where he was responsible for leading master planning, construction of facilities program management, real property management, facility utilization, and high-level program management of facility maintenance and large construction project portfolios.

Fostering NASA-wide collaboration and innovation in facility-related engineering and construction, he has served as the chair of the agency’s Engineering and Construction Innovation Committee, as the Langley representative on the agency’s Operations and Engineering Panel, and as a NASA construction of facilities management training instructor. Mouring also served many other roles at Langley, such as the chair of the architectural and engineering selection board, the chair of the project coordination committee, the construction of facilities program manager, and as the chair of many Langley facility project design reviews, all in support of the sound execution of facility modifications and construction.

Mouring obtained a master’s of engineering degree in structural engineering from the University of Florida, and a bachelor’s of science degree in civil engineering from Old Dominion University in Norfolk, Virginia. He is a registered Professional Engineer in the Commonwealth of Virginia.
