Director, Office of Human Resources

Steven J. Dykeman is director of the Human Resources Office at the National Aeronautics and Space Administration’s John H. Glenn Research Center in Cleveland and Langley Research Center located in Hampton, Virginia. Dykeman leads workforce planning, hiring and staffing strategies, employee performance management, career and leadership development, organizational design, and federal labor-management relations.

Prior to joining NASA, Dykeman served as chief of Human Resources Operations Enterprise at the U.S. Citizenship and Immigration Services, Office of Human Capital and Training from 2015 to 2020. There, he managed a team of 200 employees nationwide and provided a portfolio of services including corporate oversight and delivery of Human Resources operational services.

From 2010 to 2015, Dykeman was deputy chief of the Human Resources Operations Center at the U.S. Citizenship and Immigration Services, where he managed daily operations, corporate oversight and delivery of Human Resources operational services. Prior to that position, from August 2009 to March 2010, Dykeman served as special assistant to the Human Resources Operations Center chief and as supervisory human resources specialist from December 2008 to August 2009.

Dykeman is retired from the U.S. Army and enjoyed a successful military career, which included service as both a noncommissioned officer and a commissioned officer. Other assignments included combat medic, recruiting and retention noncommissioned officer, space and missile operations officer, military intelligence officer, human resources officer, and multiple leadership and command assignments.

He is the recipient of multiple awards including the Department of Homeland Security Secretary’s Award for exceptional leadership, the Associate Director’s Award for exemplary teamwork, and the Directors Torch Award for extraordinary innovation. Dykeman was certified in May 2018 for the Senior Executive Service Candidate Development Program, Office of Personnel Management.

Dykeman holds a Bachelor of Arts in psychology from Lyndon State College, Master of Arts in diplomacy and international conflict management from Norwich University and a Master of Business Administration with a human resources concentration from Southern New Hampshire University. He is currently a doctoral student pursuing a Ph.D. in organizational leadership at Indiana Wesleyan University.

Dykeman resides in Milton, Vermont, with his wife and children.
