- OMB Circular A-11, Appendix J (latest version), requires EVM on all capital asset acquisitions.
- The Capital Programming Guide, is a Supplement to the A-11 Circular and includes EVM requirements in the following sections:

- NPR 7120.5 (latest version) – NASA Space Flight Program and Project Management Requirements Defines when EVM is required and requires projects with EVM requirements to use an EVM system that complies with the 32 guidelines found in EIA-748 Earned Value Management System Standard.
