The Taurus XL rocket carrying NASA's Orbiting Carbon Observatory spacecraft lifted off Feb. 24, 2009 at 4:55 a.m. EST from Launch Complex 576-E at Vandenberg Air Force Base in California. Several minutes into the flight, launch managers declared a contingency when the fairing failed to separate properly.
