NASA Lewis Research Center Negotiates $17-Million Contract with Local Corporation

Cleveland, OH -- The NASA Lewis Research Center has selected Gilcrest Electric and Supply Company, Elyria, Ohio, an 8(a) contractor, for negotiations leading to the award of a contract for institutional support services at the Plum Brook Station in Sandusky, Ohio.

The cost-plus-fixed fee contract will have a phase-in period of approximately 3 weeks, a basic period of 1 year and four 1-year optional renewal periods. The base contract dollar amount is approximately $3.4 million; the total contract worth is estimated to be $17 million, subject to negotiation.

The contractor will be required to perform a variety of institutional support service tasks including industrial safety, health and environmental compliance, chemical analysis, plant protection, facility operations maintenance and repair, reactor facility support, shipping and receiving, warehousing, janitorial, refuse collection, grounds maintenance, equipment and vehicle repair, steam systems, procurement, clerical and library support.

The 8(a) program allows the government to set-aside contracts to a specific group of socially and economically disadvantaged groups. This is a federally mandated program for all National Aeronautics and Space Administration Centers, with a goal to place 8 percent of their contracts with minority or women-owned firms or Historically Black Colleges and Universities. The Lewis Research Center is obligating approximately $64 million in contracts to Small Disadvantaged Businesses from the estimated total obligations of $800 million for fiscal year 1993.
