Major Completed Actions

NASA completed its review of the quarterly recipient reports, to assess for "significant errors and material omissions" in the data and has submitted comments, where appropriate, on the posted reports.

NASA awarded 31 Small Business Innovative Research (SBIR) and 10 Small Business Technology Transfer (STTR) contracts as referenced in the various programs below.

Science: Awards include Small Business Innovative Research (SBIR) contracts, additional Small Business Technology Transfer (STTR) contracts, and an award for an in-situ optical instrument suite for estuary studies, which is an Earth Science Research and Analysis project at Stennis Space Center (SSC).

Exploration: Awards include Small Business Innovative Research (SBIR) contracts, additional Small Business Technology Transfer (STTR) contracts.

Cross-Agency Support for Hurricane Damage Repair Projects at the Johnson Space Center (JSC): The last of nine new contract awards for repairs of damages caused by Hurricane Ike and also the seventh 8(a) sole source award for these repairs was awarded for safing the JSC barge dock. Other awards include; a delivery order for additional precast exposed aggregate faced (PEAF) panel repairs on 13 buildings at JSC, a delivery order in support of the Roof Package 1 contract, and a modification to the contract for the Building 1 Windows work package for increased safety protection.

Aeronautics : Awards include Small Business Innovative Research (SBIR) contracts, additional Small Business Technology Transfer (STTR) contracts, the Glenn Research Center (GRC) Airspace Systems Project award to develop a concept of operations requirements and analysis for government Unmanned Aviation Systems (UAS) access to the National Air Space (NAS) in the near term and for civil UAS access in the long term, in cooperation with other agencies; the Langley Research Center (LARC) Subsonic Fixed Wing Project award to conduct testing of open rotor tube and wing and hybrid wing body aircraft configurations.

NASA Office of Inspector General Audits: NASA continues to respond to requests for clarifying data that support the OIG effort on summarizing the results of the site visits, and audits conducted on the contract/cooperative agreement awards, in October through December.

Planned Actions

NASA intends to continue soliciting for Science, Exploration, and Aeronautics contracts and cooperative agreement proposals in accordance with applicable Program Plans, and then start work on projects in accordance with Recovery Act provisions.

Science: Several Earth Science procurements are planned for February, including various research investments in Scientific Computing, the Landsat Data Continuity Mission (LDCM), Applied Science and Airborne Science.

Exploration: Space Act Agreements (SAAs) for the Commercial Crew Development are planned for award the first week of February; the Commercial Crew Cargo Common Docking Adapter contract mod is anticipated to be finalized by mid-February; and additional contracts for the Stennis Space Center (SSC) E100 test stand activities are expected in February.

Cross-Agency Support for Hurricane Damage Repair Projects at the Johnson Space Center (JSC): In early February, JSC intends to award a contract mod for the Building 9 South roof repair, and a contract mod to repair PEAF panels on six buildings that will increase requirements for personal protective equipment, material and equipment due to presence of PCBs in the caulking that must be removed.

Aeronautics: Several procurements are still on schedule for award in February including the Low Nitrogen Oxide (NOx) Combustor Technologies NRA at GRC for Fundamental Aeronautics, and additional NRA proposals for Aviation Safety, and Airspace Systems are also expected during February.

NASA Office of Inspector General Audits: The NASA Management Office (NMO) at the Jet Propulsion Laboratory (JPL) is preparing for an OIG audit in late-February. NASA is also preparing for the start of an audit on the Agency's process for reviewing data quality of the recipient reports, for "significant errors and material omissions."
