E. Jason (Jay) Steptoe, Associate General Counsel for International Law, joined the NASA General Counsel’s Office in January 1990. Before joining NASA, Mr. Steptoe was an attorney in the Office of the Assistant General Counsel for International Law, U.S. Department of Transportation, specializing in international aerospace and trade law (1983-90; 1980-82). He also worked as an attorney at TRW, Inc., Cleveland, OH as a Presidential Executive Exchange Fellow (1982-83). Prior to joining the Executive Branch, Mr. Steptoe served as a staff counsel to the U.S. Senate Judiciary Committee (1979-80) and its subcommittees on Antitrust (1977-78) and Administrative Practice and Procedure (1976-77).

Mr. Steptoe received a Master of Laws degree in International and Comparative Law from the Georgetown University Law Center, Washington, DC (1996), a Juris Doctorate from the Antioch School of Law, Washington, DC (1976) and a B.A. from the University of Pennsylvania, Philadelphia, PA (1969). From 1969-1972, he served as a Peace Corps volunteer in South Korea.
