Draft Space Shuttle Program Programmatic Environmental Assessment
 
NASA has prepared the Draft Space Shuttle Program (SSP) Programmatic Environmental Assessment (EA); Transition and Program Property Disposition to address the potential environmental impacts associated with the transition and retirement (T&R) of the SSP. T&R of the SSP consists of the disposition of both real property (land, buildings, and other structures and their associated built-in systems that cannot readily be moved without changing the essential character of the real property) and personal property (all assets not classified as real property owned by, leased to, or acquired by the government). Property disposition activities are the primary focus of this Draft SSP EA because this is the T&R activity with the greatest potential for environmental impacts.

NEPA requires federal agencies to consider potential environmental consequences of federal actions that may affect the quality of the human environment. Federal agencies consider potential environmental impacts of their proposed actions before deciding whether and how to proceed. NASA developed this Draft Programmatic SSP EA as part of the planning activities to make informed decisions on the best options for the disposition process for shuttle assets.

The Draft SSP EA examines the effects of implementing a planned and centralized process consisting of a coordinated series of actions for the disposition of SSP real and personal property. Real property can include items such as buildings, structures, land, etc., while personal property can include items such as flight hardware, parts, and materials. While the Space Shuttle program is scheduled for retirement in 2010, property disposition activities may extend several years past 2010. NASA plans to dispose of Space Shuttle assets at multiple government and contractor facilities.

Since Constellation and other NASA programs will continue to look for ways to reuse existing components and facilities, many Space Shuttle assets will be reutilized and the potential environmental impacts associated with disposition of remaining space shuttle property are expected to be minimal to moderate.
