Scientists say all the elements are in place for a moderate to strong La Nina to develop if the trade winds strengthen this fall to drive the ocean circulation necessary to draw the cooler water from below to the surface. ITEM 2: NASA INTERN DESIGNS MARS ROVER WHEELS Enrique Garcia, 17, who just finished working as a summer employee at NASA's Jet Propulsion Laboratory, drew early designs for an inflatable solar array and, as part of a team effort, an inflatable rover with five-foot-high wheels.
