NASA will host an event highlighting small business at NASA’s Marshall Space Flight Center in Huntsville, Alabama at 2:30 p.m. CST Thursday, Feb. 18. Executives of URS Federal Services Inc., and Seabrook Solutions LLC., both of Huntsville, will sign a NASA Mentor-Protégé Agreement at the event.
Participants for the event include:
- Roy Malone, director of Marshall’s Office of Center Operations
- Steve Miley, director of Marshall’s Office of Procurement
- Donnie Crouch, program manager of URS
- Lang Sims, president of Seabrook Solutions
- David Brock, small business specialist in Marshall’s Office of Procurement

Under this agreement, URS will mentor Seabrook Solutions by providing program manager training and development, assistance in improving development processes using proposal planning and preparation processes for the delivery of qualified and compliant offers to potential customers, as well as training and support in business management.
At Marshall, URS is the NASA prime contractor under the Center Operations Support Services Contract. Seabrook provides consulting and services support in engineering facilities, marketing and computer systems design. Seabrook is also a Native American, woman-owned small business.
The 12-month agreement is the fourth of its kind overseen by Marshall, fostering a partnership between a NASA/Marshall prime contractor and a woman-owned small business under the NASA Mentor-Protégé Program.
NASA’s Office of Small Business Programs established the Mentor-Protégé Program in 2008. It allows NASA prime contractors opportunities to enter into agreements with small businesses and historically black colleges and universities/minority serving institutions under their subcontracting programs. Doing so establishes long-term relationships, enhances technical capabilities and enables protégés to successfully compete for prime contract and subcontract awards. Marshall oversaw the first ever mentor-protégé agreement signing in February 2008.
