Mack McKinney
Former Deputy Chief Financial Officer for Resources

Mack McKinney was the deputy chief financial officer for Resources at NASA's John F. Kennedy Space Center (KSC), Fla. He was responsible for the development, analysis, and integration of project budget planning estimates for the Center's Program Operating Plan, both annual and monthly phased submits; and monitors and reports on performance of activities as applied to funding for workforce, facilities, equipment, and other direct costs. He also provided resources management for KSC's major contracts and eight co-located Resources Management Support Offices to program/project managers.

Prior to his appointment as the deputy CFO for Resources in July 2000, McKinney was selected as chief of the Program Resources Management Office supporting the CFO with responsibility for development, management, and execution of the budgetary requirements that provided resources management support to the KSC Space Shuttle Program, International Space Station (ISS), Launch Services Program [formerly Expendable Launch Vehicles (ELVs)], and the Spaceport Engineering and Technology Directorate.

From January 1995 to July 2000, McKinney was the lead (formerly branch vhief) of the Space Shuttle Resources Management Office and the Spaceport Engineering and Technology Resources Management Office, respectively, responsible for contract management [Shuttle Processing Contract - SPC (now USA contract and Dynac Contract)], POP assessments, budget integration, justification, presentation, and implementation.

McKinney began his federal career with the U.S. Air Force in December 1965 and his NASA career at KSC as a cooperative education student in March 1975, and was permanently assigned as a resources management specialist at KSC in March 1976.

McKinney received the KSC Equal Opportunity Award in recognition of outstanding dedication and leadership towards the goal of equal opportunity for minorities and women at the John F. Kennedy Space Center, the Exceptional Service Medal, Silver Snoopy Award, NASA Group Achievement Award, KSC Group Achievement Award, Certificate of Commendation, Performance Awards, Letter of Appreciation, and a Thirty-Year Service Award.

McKinney was born in Miami, Fla. He received a Bachelor of Science in Business Administration from Florida A&M University. He and his wife, Roslyn, have two children and one grandson, and reside in Titusville, Fla.
