"I believe that the proposal submitted by TRAX International Corporation, City of Brook Park, State of Ohio, Greater Cleveland Partnership, and Team NEO was of high quality. The competitive process worked as designed and resulted in a win for the Agency. The level of cooperation and collaboration demonstrated by these partners in this effort is the most impressive I've ever seen. The cooperation that was experienced in putting together the proposal can serve as a model for future partnering endeavors for the State, the community, and Glenn Research Center."
